Is it possible to drive a car in chest high water?

For example, when it rains so much that the street floods that the water level is over the height of the tailpipe, or even higher. Is it possible to drive under such conditions? Under what conditions will a car not work due to excess water? I've seen video footages of cars driving in flooded streets with no problem but I'm pretty sure if the tailpipe is flooded you can't drive?
