Why did I not get all of my excess funds from my student loans?

I am attending university of phoenix axia college. I applied for and got approved for the maximum amount of student loans. Which is 9500 Direct loans sent me a letter saying I should get 4727 back but my adviser said I am only getting 2000 back. I know my friends that attended other schools got half after 3 weeks of classes and the rest after the semester was over, if that was the case wouldn't my adviser have said something to me?
